Rob is a Navy Oceanography veteran and Executive Officer for the Navy Reserve Naval Oceanography Operations Command. With 25+ years of mission-driven leadership, he aligns technology strategy with operational needs across electronic warfare, space operations, remote sensing, forecasting, IT/cloud, and data analytics. He has led cross-sector initiatives from concept to deployment, advised $80M in recommendations to the Pentagon's Strategic Capabilities Office, and secured $40M+ in federal funding for enterprise IT, cybersecurity, automation, and robotics research. Rob also serves as an SBIR reviewer for NOAA and AFWERX and coaches start-ups on commercialization and go-to-market strategy.
Matthew is a former senior emergency management and crisis communications leader at FEMA with more than 20 years of experience supporting disaster response, recovery, and risk mitigation at the federal level. During his tenure, he played a central role in flood insurance policy, operations, and reform, including serving as a senior advisor to the National Flood Insurance Program. Matthew brings expertise in disaster risk, intergovernmental coordination, public communications, and real-time, on-the-ground leadership in high-pressure emergency situations.
Cynthia is an Assistant Professor at NYU Stern in Abu Dhabi, specializing in data science, AI, and climate resilience. She earned her PhD from MIT, where her dissertation, Multimodal Machine Learning for Climate Adaptation, developed new techniques for integrating diverse data to improve climate risk forecasting and adaptation planning. Her work spans machine learning, climate analytics, and computational sustainability.
Dr. Tremblay is the Hays T. Watkins Distinguished Professor of Business at William & Mary. Her research focuses on business analytics and design science, especially in healthcare, government, and the public sector. She studies how information systems and AI can enhance digital resilience, improve decision-making, and support effective policy implementation.
Dr. Castellanos is an Assistant Professor of Operations and Information Systems Management at William & Mary. His research spans business analytics, FinTech, and systems analysis, with publications in leading journals such as MIS Quarterly. He teaches courses in business analytics and big data and holds a Ph.D. from Florida International University and engineering degrees from the University of Navarra in Spain.
Rajiv Kohli is the John N. Dalton Professor of Business at William & Mary and a leading global scholar in information systems and Health IT. He has held visiting appointments at MIT Sloan, Tsinghua University, and the University of Cambridge.
